Add an extra tier of insurance for the uber space rich that provides T2 noob ships. Add the skill "assault noob"

Mother of all bad ideas...it so bad that it's almost good:

Replace concord with players!

Wait. Hear me out... Make it an NPC corp that you can only join after training X amount of combat related SP.
All the ISK from war decks go into the corp wallet for SPR.
Whenever a crime is committed a beacon appears on the concord players' overview that allows them to warp directly into the action.

Now imagine being able to bribe them...

Could work in a F2P model. Dont pay and you can play but your skills drain.
