orbital ECM: has a random chance to disconnect random dust players on a random district on a random planet for a random amount of time. Mercs appear in their merc quarters with the notification "you have been jammed, use ECCM next time to reduce the probability to be jammed by an insignificant amount".

orbital ECM arbitrarity boost: increases randomness by 5%
orbital ECCM sensor strength compensation: has no effect, makes you feel better * **

* skill can be trained above lvl5, per lvl skill training time increases exponentially
** skill description not final

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

Make a siege like modules for marauders that boosts tank and not dps and prevents them from moving.

Remove bonus for all ships to specific Turret & Missile size and replace it to universal one.

For example Omen has bonus:
5% bonus to Medium Energy Turret rate of fire
it should be replaced by:
5% bonus to Energy Turret rate of fire

The same for all ships. It will allow to make very useful fits like anti-frigates cruisers or BS with med-size turrets.

Good sample - bonus to Neutralizers that allows to fit any size neutralizers. Bonus to Turret & Missile should has the same.
