Skills are most likely the absolute easiest thing to handle when it comes to a downtime like this. Skill information very rarely actually changes, so it's really simple to extrapolate and apply your skills even with the server off.

All you do is take the number of hours since the server went down, multiply it by the SP per hour of your current attributes, then apply them as needed to your skill queue when it comes up.

The server doesn't have to be online, for the SP to accumulate. IIRC, SP isn't even a real-time calculated figure. It only actually "updates" when you change something clientside involving skills, or a skill completes.
