It's not 'maybe' in Phoebe, it's 'definitely not,' so that's the standing answer.

As Steve Ronuken points out, it's not necessarily easy to do without messing up the way ship prerequisites work.

Finally we've reach the inevitable destination for the skill queue upgrades, so this girl no longer has a reason to exist and can be put to sleep after 6 long years. You took your sweet time getting there, but you got there in the end.
