Special Release Memorandum: The following is a special abridged report transcribed for IGS release. The original report remains strictly 'Confidential' under Ishuk-Raata Proprietary Records and Information Protection Policy. Unauthorized disclosure of protected information and/or records whether willfully or otherwise remains a serious violation of Directive policy and will result in punitive action. Full details on Project Dustbowl are NOT available to the general public and will not be expounded upon without explicit security clearance except under certified written permission from the Executor, Vice-Executor, or Directors of Public Relations.

To the Attention of the Intergalactic Summit;

There is a little known and often unnamed endeavor the Ishuk-Raata Enforcement Directive made to the people of Syndicate a little over three years ago that we now reach the closing weeks of operation. Having nearly completed this three year operational lifetime, Ishuk-Raata's commitment to the people of Syndicate toward fostering growth, prosperity, stability, and security in these lawless regions has proven to be a resounding success.

While space operations have remained as volatile and nebulous as ever in their efficacy, the effect on ancillary ground populations has seen measurable results. Hampered in their ability to colonize properly by the oppressive and imperialist policies of the Federation, the people of Syndicate have long since struck out and away from the protective influence of national flags and found solace on the planets of Syndicate anyways. These rogue settlements completely lack in the protection or even acknowledgement of regional authorities. Without the international recognition of CONCORD, the Syndicate, or the Federation, these disavowed and nearly forgotten peoples have nonetheless found a way to not just survive, but flourish, in the inhospitable wasteland that is the Syndicate.

When we first arrived three years ago, our survey teams were stunned to find these settlements down there. Upon questioning the Intaki Syndicate on the matter, we were told in no uncertain or friendly terms that the Syndicate has no knowledge of these settlements and that our survey teams must clearly have been mistaken. "There are no settlements.", we were told. Rightly so. None the Syndicate would wish to claim and risk angering their obese Federal overseers.

With none to claim jurisdiction, and none to acknowledge their existence at all, we set out to improve the lives of these colonists. Many had questioned our purpose for being in Syndicate all these years. Many had questioned where all the money from those moons went. The wallets of overpaid executives? Ships and supplies? Or was there more going on?

The intricacies of accounts payable is neither fit nor cleared for public release, so let me shorten the mystery by saying some of that money did indeed stream down to these planets. The billions of ISK earmarked for those worlds was filed under an account known as "Project Dustbowl".

Twenty three colonies rated on metrics ranging from permanence to population to trade importance were selected for Project Dustbowl. These colonies, to be hereafter referred to only by their assignment numbers, were force fed improvements to their quality of life. It is well known that "freedom" and "liberty" are dangerous concepts more prone to enabling poverty and suffering than anything else. We knew some of these colonies would not accept help willingly, so we set out to ensure they received it regardless. It was high time the children of these shanty towns found access to clean water and modern medical technologies.

The primary focus of Project Dustbowl was to accomplish the following construction projects in each colony, funded by Ishul-Raata but completed by their own people:

1x Hospital,

1x Multipurpose Water Treatment and Distribution Plant
~ Full Service Distribution and Sewage Network

1x Fluid Router Switch and Relay Station
~ Full Service Telecommunications Network

Full Land Infrastructure Improvement Package

Up To 2 Optional Projects Per Colony
~ Education Center
~ Place of Worship (Amarr)
~ Place of Worship (Intaki)
~ Hydroponics Farms
~ Housing Developments
~ Defense System "Steel Dome" Package

The contract for Project Dustbowl, signed into agreement by chosen local representatives, came to represent the binding agreement between the colonies and Ishuk-Raata. It was not mentioned to any of the colonies that the agreement is technically null and void under CONCORD regulation, and as such completely unenforceable. None of the colonies managed to come by that critical piece of knowledge.

The project had been split into three primary phases. P1 included the selection and preparation of development projects for each colony. P2 was the actual construction of each project. P3 is the final integration of the completed projects, still underway. Ishuk-Raata has agreed to a hands off approach to P3, allowing each colony to best integrate each new development into their local culture. The success or failure to best utilize the aforementioned projects remains wholly in their hands.

Out of the twenty three participating colonies, thirteen achieved or exceeded 100% completion by P2, with four being granted surplus funding for continued project development. These "completed" colonies are now either continuing or have already finished P3.

Seven colonies failed to meet 100% P2 completion within scheduled deadlines, resulting in immediate cessation of funding. Development continued on six of these seven "non-compliant" colonies despite the lack of funding, and was completed at a later date. One colony acquired continued funding under agreement from a third party. None of these seven colonies have finished P3.

Three "failed" colonies were found to be in breach of contract and removed from the program. Two of the three colonies failed to utilize leased materials in a manner appropriate to the terms of the contract, and were summarily relieved of these materials. One colony was found to habour significant Serpentis influence and was sterilized.

A controversial choice in the effort, begun mid-ways through Project Dusbowl, was the inclusion of religious proselytizing as part of the programme. It was shown early on that the populations of the selected colonies were both aimless and self-centered, unwilling to grasp the concepts of collective good and focus their efforts on improving life. Research had also shown during out Intaki campaign that 'free populations' unbound to any other commitment but themselves are easily swayed by zeal and faith. Thus, we found contract with varying Amarr-aligned groups to bring the Faith to Syndicate.

The resulting effects of religious conversion showed a marked change for better OR worse, depending on the colony. Colony FT-9715 reacted violently within two weeks and was summarily excised from the program. Colony DD-8153 tripled its concurrent workload on its own and finished the entire project seven months ahead of schedule. Most remaining colonies remained marginally affected, with a trend towards improvement. Three colonies wholly rejected participation with Amarr missionaries, cleverly citing the original contract which did not include such.

It was found that almost every colony ordered the defense package, presumably to defend their new found wealth and stability from outsiders. It is with great pride that Ishuk-Raata will continue to supply replacement parts and ammunition for these packages for a full twenty-four (24) months following user activation at a nominal monthly fee. Ishuk-Raata retains the master control codes for all defense systems to be used for maintenance purposes.

Now that most colonies are entering Phase Three of the project, we have been delighted to find that almost many developments have been integrated into local culture. Interesting decorations, utilization, and economic impacts have been observed on each colony. Some colonies opt for a more collective approach to distribution, while others seem to privatize the new services and prioritize offerings. Perhaps most interesting is where newly empowered private "companies" operating these developments have come into minor conflict with their local authorities, no doubt embroiled in a new power struggle. At least five riots have been reported as citizens demand free access to services, most ending with minimal loss of life.

Local currencies on at least two colonies have shifted towards microkredits as their preferred form of payment. The injection of direct ISK into their economies has caused a hopefully temporary collapse of local currency worth. We will continue to observe the situations on affected colonies and intervene where necessary.

Disease and famine have taken a sharp decline across all thirteen completed colonies, with at least a 60% reduction in fatal infections in the seven remaining non-compliant colonies. All hospitals have been constructed, however pharmaceutical centers remain inadequately managed and a strong hotspot for criminal activity - typically robbery. On the subject of crime, rates have oddly remained mostly stable, neither spiking nor dropping when averaged across the 13 completed colonies. However, criminal trends have shown a marked shift towards misdemeanor offenses, rather than more felonious offenses. Violent crimes spiked during initial riots. Non-compliant and failed colonies are not included in the reports.

Serpentis influence remains an ever looming threat in Syndicate, and while we cannot guarantee a clean future for these people, we have given them a fighting chance. It is with great hope that we look forward to returning to these colonies down the road and inspecting their progress. The Intaki Syndicate has remained markedly hands-off in this project, and it is our hope that they remain so hands-off. Perhaps it is for the better.

As the third phase of Project Dustbowl is wrapped up, Ishuk-Raata will gradually withdraw our influence from the planetary surfaces of Syndicate. It is time we begin planning our next move. Until then, we will remain in contact with the completed colonies, and continue to observe the seven remaining non-compliants.

As a final closing note, I would like to thank the dedication of Ishuk-Raata personnel who made this endeavor possible, and the bravery of our pilots who enabled the safe transport of the incredible quantity of goods required. Without you, none of this would have been possible.

As someone who still cares deeply for the people of the Intaki Syndicate I must commend I-RED for this project. I regret only that we were unaware of the endevour when the Shinjiketo was still active in Solitude as we would of eagerly assisted in whatever way possible. Let us hope these colonies prosper moving forwards.

TL;DR: found some colonies. Regional government denied their existence. Suckered them into economic, civil and technologic growth at our expense. Programme met with a few unfavorable outcomes, but overall was a success.

This is interesting on several levels. I can only applaud I-RED's efforts here, and their decision to make this much public. What makes me curious is the bits that are still held under wraps, although I suspect that might just be operational details pertaining to logistics.

This report bears witness to atrocities that are as rank as those that the Kuvakei loyalists have committed, believing that the illegal nature of these colonies would see human lives as forgotten playthings for the meddling hand of Ishuk-Raata.

These quotes stand as the testaments of those who believe that the extermination of a world without fair dealing and without logical reason is proper behavior among civilized society. There was no legitimacy behind any of this, and this is nothing more than sadistic interventionism into the former lives of everyday human persons.

I hope you are dragged before whatever tribunals Ishukone has at its disposal as soon as possible. You have performed a great evil in this cluster, and that is saying something.

This event saddens myself and the billions of rational minds who grieve tonight for the entire civilizations extinguished by Ishukone-Raata's black hand. The Institute of Social Development will be receiving claims from the families of the victims of I-RED's actions here. If sufficient evidence exists, we will compensate loss of income and provide psychological and community support for the surviving families scarred by this tragedy.

Yes, because we certainly have enough information to say this was not a perfectly justified act. This stands as a testament to the willingness of the bleeding hearts to condemn and deride entities without even the slightest proof of misdeed.

But no, I'm sure I-RED would publicly proclaim something that would be a crime by the standards, ideologies and laws they themselves adhere to.

Given that suppressing a hotbed of Serpentis presence is a crime worthy of the Sanshas, and given that you still haven't verified that you're only producing synthetic boosters in the Intaki system, is it fair to say that your Federal loyalties are of a somewhat pragmatic variety?

Please, good sir... I said 'sterilize'. There is a difference, you know. There was severe Serpentis influences present in the failed colony, and we ensured that all civilians captured and removed from the colony were matched to posted bounty papers and turned over to the proper authorities just as we found them.

I assure you, our bounty hunting operations are... perfectly legal.

The I-RED observer that was allowed to orbit my facility to inspect it should have been able to verify that the set up of Union Station is only capable of producing Synthetic products. To make such a claim even after such evidence has been provided to you is petty, especially in the face of the atrocity that you are endorsing at this time.

That is, if you trust your own people? First you were unaware of the release date on the report and now this... perhaps the right hand doesn't know what the genocide endorsing hand is doing over in the Enforcement Directive.

I find this line of discussion amusing. Murders and orphans. Such a tall song coming from a capsuleer. If it's murder and orphan making you wish to accuse me of, I have a list longer than I can count of ships and structures I have destroyed.

Entire stations, asteroid colonies, bunkers, ships, jetcans, and more. Oh I've killed my fair share of people. Probably well into the millions by now. Wake up, little boy - you're not in your local Senate anymore. Yes, I kill people, because I'm a capsuleer. It's what I am paid to do.

Calling a fish a fish surprises nobody.

... now if you'd like to suggest that we simply began murdering everybody with a pulse who didn't get along with our plan to build schools and hospitals at our expense for them? I'm afraid I'd need to see some sort of evidence. Otherwise, I might have to suggest you're treading awfully close to libel!
