Intergalactic Summit

Out of the twenty three participating colonies, thirteen achieved or exceeded 100% completion by P2, with four being granted surplus funding for continued project development. These "completed" colonies are now either continuing or have already finished P3.

Seven colonies failed to meet 100% P2 completion within scheduled deadlines, resulting in immediate cessation of funding. Development continued on six of these seven "non-compliant" colonies despite the lack of funding, and was completed at a later date. One colony acquired continued funding under agreement from a third party. None of these seven colonies have finished P3.

Three "failed" colonies were found to be in breach of contract and removed from the program. Two of the three colonies failed to utilize leased materials in a manner appropriate to the terms of the contract, and were summarily relieved of these materials. One colony was found to habour significant Serpentis influence and was sterilized.

A controversial choice in the effort, begun mid-ways through Project Dusbowl, was the inclusion of religious proselytizing as part of the programme. It was shown early on that the populations of the selected colonies were both aimless and self-centered, unwilling to grasp the concepts of collective good and focus their efforts on improving life. Research had also shown during out Intaki campaign that 'free populations' unbound to any other commitment but themselves are easily swayed by zeal and faith. Thus, we found contract with varying Amarr-aligned groups to bring the Faith to Syndicate.

The resulting effects of religious conversion showed a marked change for better OR worse, depending on the colony. Colony FT-9715 reacted violently within two weeks and was summarily excised from the program. Colony DD-8153 tripled its concurrent workload on its own and finished the entire project seven months ahead of schedule. Most remaining colonies remained marginally affected, with a trend towards improvement. Three colonies wholly rejected participation with Amarr missionaries, cleverly citing the original contract which did not include such.

It was found that almost every colony ordered the defense package, presumably to defend their new found wealth and stability from outsiders. It is with great pride that Ishuk-Raata will continue to supply replacement parts and ammunition for these packages for a full twenty-four (24) months following user activation at a nominal monthly fee. Ishuk-Raata retains the master control codes for all defense systems to be used for maintenance purposes.

Now that most colonies are entering Phase Three of the project, we have been delighted to find that almost many developments have been integrated into local culture. Interesting decorations, utilization, and economic impacts have been observed on each colony. Some colonies opt for a more collective approach to distribution, while others seem to privatize the new services and prioritize offerings. Perhaps most interesting is where newly empowered private "companies" operating these developments have come into minor conflict with their local authorities, no doubt embroiled in a new power struggle. At least five riots have been reported as citizens demand free access to services, most ending with minimal loss of life.

Local currencies on at least two colonies have shifted towards microkredits as their preferred form of payment. The injection of direct ISK into their economies has caused a hopefully temporary collapse of local currency worth. We will continue to observe the situations on affected colonies and intervene where necessary.

Disease and famine have taken a sharp decline across all thirteen completed colonies, with at least a 60% reduction in fatal infections in the seven remaining non-compliant colonies. All hospitals have been constructed, however pharmaceutical centers remain inadequately managed and a strong hotspot for criminal activity - typically robbery. On the subject of crime, rates have oddly remained mostly stable, neither spiking nor dropping when averaged across the 13 completed colonies. However, criminal trends have shown a marked shift towards misdemeanor offenses, rather than more felonious offenses. Violent crimes spiked during initial riots. Non-compliant and failed colonies are not included in the reports.

Serpentis influence remains an ever looming threat in Syndicate, and while we cannot guarantee a clean future for these people, we have given them a fighting chance. It is with great hope that we look forward to returning to these colonies down the road and inspecting their progress. The Intaki Syndicate has remained markedly hands-off in this project, and it is our hope that they remain so hands-off. Perhaps it is for the better.

As the third phase of Project Dustbowl is wrapped up, Ishuk-Raata will gradually withdraw our influence from the planetary surfaces of Syndicate. It is time we begin planning our next move. Until then, we will remain in contact with the completed colonies, and continue to observe the seven remaining non-compliants.

Public release had been deemed a priority by the Board. I didn't have much choice.

As someone who still cares deeply for the people of the Intaki Syndicate I must commend I-RED for this project. I regret only that we were unaware of the endevour when the Shinjiketo was still active in Solitude as we would of eagerly assisted in whatever way possible. Let us hope these colonies prosper moving forwards.

I applaud I-RED for this initiative to improve the lives of people otherwise forgotten by the civilized world.

This report bears witness to atrocities that are as rank as those that the Kuvakei loyalists have committed, believing that the illegal nature of these colonies would see human lives as forgotten playthings for the meddling hand of Ishuk-Raata.

These quotes stand as the testaments of those who believe that the extermination of a world without fair dealing and without logical reason is proper behavior among civilized society. There was no legitimacy behind any of this, and this is nothing more than sadistic interventionism into the former lives of everyday human persons.

I hope you are dragged before whatever tribunals Ishukone has at its disposal as soon as possible. You have performed a great evil in this cluster, and that is saying something.

This event saddens myself and the billions of rational minds who grieve tonight for the entire civilizations extinguished by Ishukone-Raata's black hand. The Institute of Social Development will be receiving claims from the families of the victims of I-RED's actions here. If sufficient evidence exists, we will compensate loss of income and provide psychological and community support for the surviving families scarred by this tragedy.

There was severe Serpentis influences present in the failed colony, and we ensured that all civilians captured and removed from the colony were matched to posted bounty papers and turned over to the proper authorities just as we found them.

I assure you, our bounty hunting operations are... perfectly legal.

The assurances of institutional murderers do not comfort me. Nor do they give solace to the orphans left in your illegal wake - who we have pledged to support in this dark hour.
