communications jammer - has chance to jam communications effectively doing multiple things such as the inability to allow the target to talk on comms or communicate with the station to dock.

Add the capacity and the means to refuel directly from the suns (like the ship "Destiny" from Stargate Universe) or the capacity to mine fuel from it by other means.

Someone once suggested: Allow Caldari players to target their own ship, would change the tide of battle...
