When you turn them off or get capped out, all your extra cargo is ejected.

Also lower freighter base cargohold space but give them a lot more low slots to make up for it. And give them a weak capacitor.

Rewire TargetPainters(TP) so that they create an ionic field around the target.
On a successful "Jam", ... (of course it is not ECM, but give it a "Jam"-strength)
... the victim is no longer able to receive remote repair assist. *dun dun dun*
But what about SignatureRadius?!

ECM: reduces "max locked targets".
(1 - (combined) JamStrength / SensorStrength) * "maxlockedtargets" = "temporary maxlockedtargets" (rounded).
