Or some random empty lowsec, plenty enough of these, and one can even bring implants without risk, for the risk adverse. It's not like Lowsec is scary.

Holey won't go into low sec we all no that. if you want to fight him you will have to fight in HS. it's the fairest way to fight without anyone getting involved (besides war targets or neut logi) unless you are actually trying to trap him in that case Low Sec! Lol
