Some null groups have issues motivating pilots to show up for station reinforcement timers. Do you really think that they would be bothered to show up for 50 reinforcement timers in high sec poco's a day? No jump bridge networks or anything. At least for defending stations they are motivated by the idea of defending their homes. Once the novelty of griefing highsec people wears off I think that the null sec groups will mostly lose interest, however much of it they had in the first place.

Ironically, it's people like the OP and threads like these that keep the interest in griefing highsec people up for almost forever..

I thought The Mitani were an ancient middle-eastern people ? I don't think they collect taxes anymore.

Onto the High Sec POCOs:

It sure would have been nice to use them as an opportunity for say 15 to 30 member corporations full of newer players a way to get involved with a sort of "neighborhood tough-guy" PVP

High Sec Poss's require local "Star Base" charter fee's each month. Can't they have a bulky equivalent of the charters that needs to be placed into a small "concord maintenance material fund" hangar each month? Don't pay and Concord takes over the POCO... if concord controls the poco any corp can relace it with their own.

Only a local regions inhabitants are going to want to deposit a 6,000 mp3 that costs say 2 million market value of materials needed to make it.

Innattention should have ownership go "poof" so we don't get a lot of stale structures and give a way for them to revert to local groups with the attention to grab them... and local who local bullies feel like they can take out.

You can't, unless it's just coming out of reinforcement, then you could probably do it.
Stats:
Shield: 10,000,000
Armor: 500,000
