Yes, this is a major component of everything wrong with this wording. My stance is that impersonation of entities should never be forbidden. Naming yourself in a impersonation way and policing that, great, have at it.

Protecting CFC from people scamming in our name? WTF? EVE does not require such a rule and it goes against everything great about EVE.

Lets not even get into the fact CCP is now policing the wiki that they use to advertise select players.

Impersonation is pretending to be someone else. Fraud is when you falsely represent them.

This becomes a mess when you start to contemplate allowing others to operate in agency for you alongside the meta-game. People use out of corp alts to recruit all the time that operate as an honest agency for main corp. It also follows that you could license others to do your scamming for you. Anyone scamming with permission is not falsely scamming or to put it another way, they are in any way impersonating the main corp/alliance since you operate with their knowledge and sanction.

If you follow that, then who gives permission to scam on behalf of an alliance? Per CCP does a player need alliance leadership permission to provide agency to scam, or so long as I have a character in that alliance, can they grant permission to my neutral alts to scam on his behalf. This gets silly fast. Obviously not thought out very well.....
