First, what are you wanting to do? This is a big factor in adjusting your skills, as different occupations will of course need different skills.

Just a couple things stick out. Good choice on Electronics, Electronics Upgrades, and Engineering for fitting. I would recommend taking the step from weapon upgrades 4 to 5, and getting advanced weapon upgrades to 3-4 at least.

Since you are flying shield ships (drake, tengu) there is something you can do that will help sooo much. Get the skills EM/Explosive/Kinetic/Thermic Shield Compensation to at least 3 if not 4. This will boost the effect of hardeners on your ships by a lot, and really help your tank out. You should also get Shield management to at least 4 if not 5, and that will give you another 10-15% on your shield HP.

Nothing else sticks out right now, but again, it will depend on what you want to do. What I mentioned is something you really should have as soon as possible though, especially the shield skills.

The shield compensation skills only matter for either passive hardners, or active ones that are not turned on. They can still be nice, but I don't think you will see any great improvements from them in most cases. I agree on the shield management in any case, but otherwise your goals and fittings are important to know like Sentar said.

Also do a search for the E Uni's guides on core skills. They can be great things to train for nearly any pilot.

Ok, not for industrialists, but I am guessing you do missions rather than manufacturing.

This is really one of the few questions we can't really help you with.

Why?

Because it is all personal, it really depends on what you want to do.

We can say, train mining skills. But if you don't want to mine, they are useless.
We can say, train trading skills. But if you don't want to trade, they are useless.
We can say, train PvP skills. But if you don't want to PvP, they are useless (sort of).
We can say, train for "x". But if you don't want to do "x", it will be useless.

Recommendation:

Get EVEMON or EVEHQ. Think what you want to do in EVE and what ships and skills you need for that (keep in mind, bare minimum doesn't mean you can do it efficient / properly).

Then use EVEMONE / EVEHQ to map out a skill plan.

You can also look up ships and modules and see which skills are required and recommended for it. Should help plotting your initial course.

Your skilling doesn't look horrible, seems fine, but yeah you need to tell us what you want to do. Judging from your account it looks like you're interested in PvP mostly.

OP, just go to a tutorial system and run the career agents, or better yet, ESC menu and reset Aura's tutorial.
You can tell you bought a char, it's part of the game, no need to pretend you skilled a tengu without figuring how to begin with.

Actually, no history in the forums of that character being sold.

So if it's bought, it's bought through unofficial ways

I see you have recon V and poor shield skills.

I would recomend training up your shield skills first and then have a look to gallente cruiser such that you can fly the arazu and the lachesis. They happen to be very handy in fleet op.

How it's been sold is beyond the scope, how would someone skill a T2 fit HML/tengu without knowing *how* to skill? I don't care if the dude's been foolish enough to buy a toon through unofficial ways, but it's just silly to say "not new but have no idea how to skill". Why the guys don't just say they bought a toons ffs is beyond me...

A agree with that.

Dress up a monkey and it's still a monkey.

Same with new players and 13mil SP toons, it's still a newb.

Learn with inexpensive stuff before going on into more expensive ships.

The following are general suggestions with an eye to focusing on strengths and what you have so far. If you had a more precise goal you could alter your course somewhat.

Drone skills -All supports at least 4 with a focus on Light drones. Don't forget Ewar drones give range as well as access to ewar drones of various varieties.

Long Range Targeting 4
Shield Management 4/5
Weapon Upgrades 5
Advanced Weapon Upgrades 4/5
Shield Rigging 3/4
Assault Missiles 5
Assault Missiles Specialization 4
Missile Projection 4/5
Rapid Launch 4/5
Target Navigation Prediction4/5
Warhead Upgrades 4/5
Hull Upgrades 5
Guided Missile Precision 4/5 *** You already meet the pre-req's.

Afterburner 4 max ? If you ever want to play around with creative fitting techniques taking Afterburner to 5 may create problems. leaving it at 3 and partially trained or 4 may be an idea to consider.

High Speed Maneuvering 4
Interceptors 4

Caldari T3 Subs to 5 (Huge benefits to finishing these off to 5.)
In the same vein you may want to train up Thermodynamics, primarily for PVP or PVE that turns into PVP.

The following offer some help with taxation related issues over the course of your career, even if you never become a very active trader:

Accounting 4
Broker Relations 4

If you don't know what to train remap to intelligence/memory and train support skills. As you play more and learn about how you/your corp fly, the question will answer itself.

Train:

Energy Management V
Energy Systems Operation V
Shield Management V
Shield Upgrades V
Shield Compensation IV
Damage specific compensation skills to IV

That is a good month and a half of training, which will give you plenty of time to answer your own question. If you play the game and listen and learn, you will know what to train after that. When you start to figure things out you will also be very glad to have some of those pesky support skills out of the way.

Too be honost. From the OP I already found this a troll.

But then again, plenty of genuine new players who may read this so might aswel answer the best I can.

But yes, 1/10 troll attempt.

Like said, flying Tengu yet not knowing how to skill. Sure, in what universe as it can't be New Eden.

EDIT:

I say someone supported RMT and bought this toon from Ebay or something.

E2:

Did a bit of looking around.

1.) Bio has a link to 2nd character.
2.) Corp history has NO show of being inactive for a while.

So yes, I would go with a totally failed troll

So basically

1.) You trained a full T2 fitted Tengu yet you don't know how to skill.

2.) You want to do: Amarr ships, PvE, mining, PvP, PvP without getting killed (wardecs without getting f--ked), get a POS, do research. So basically you want to do everything.
This means, be prepared to play EVE a really really long time, you need a lot of skills for that. Or be prepared to buy a lot of accounts so you can split the training over multiple toons.

1 this is my account im the original owner and a rl friend helped me skill this character
2 this is a serious question i want to have support skills first but am unsure what to get those skills up to.
3. i dont want to get into a big shiny ship like a falcon that i can already fly or fully fit t2 tengu and die in a fire just to waste isk.
4. thankyou for your concern thinking that i bought this char on ebay but i did not just unsure what to skill or what to do now that ive gotten into recons and strategic cruisers. i've even trained the caldari freighter because of indecisiveness. i think i have an idea of a skill plan that involves getting all base skills to 5 then working on advanced support skills then fill up my caldari skills learn to fly everything caldari would probably be smarter than start to cross train but everyones opinion would be nice, thanks guys 07 fly safe
