Regarding Empire vs. Nulsec: One of the main design axioms are risk vs. reward. It is very risky to go into nulsec, alone, and harvest minerals or other goods. Many of the design mechanics within the game do not allow for this or require careful planning, and most of all, vigilance. You will never make 1B an hour alone in Nulsec unless you are very very lucky.

If you were to compare the cubic meters of nulsec to empire space, additionally, the number of accounts paid to CCP per pilot, Nulsec game play tends to be where the money is for CCP. Catering to the whims of their larger (more vocal?) customer base seems to be the best financial decision.

Leaving the ethically-challanged and cold business decisions behind; from an artistic perspective, the game does not lack refuge from combat and strife. The empires, albeit caricatures of government, provide color to the game. They are lacquer on knotty wood. Taking them away would be possible, but another color would need to be added to CCP's pallet in order to achieve the same game-design ends as what the empires provide in terms of color and literary flavor.

Regarding the rudimentary sanctuary of high-sec, if you do not wish to engage in combat and simply wish to mine veldspar in peace while perusing online-comics in another window, you are free to do so. There are places in high-sec where people do not show up. There are also ship configurations available that allow you to zip around lowsec that minimize another's ability to negatively interact with you, and therefore suppress the value of your game play experience. If you do not want to play with the crazy kids, you do not have to.
