I guess this way some people can manage to sell it for less ISK than it's worth on the market.

CCP handed out free Aurum with and in the months following the Incarna expansion as an incentive for people to start using the (then) NEX Store.

Some people spent theirs on items they could turn over for ISK, others hoarded it.
