18b B/O, but according to rules - the character must be in highsec and you must pay for transfer, so if you are willing to follow the rules - i will buy it.

Wrong!

The rules actually state:

21. The location of the character must be disclosed and whether it is in high security, low security, null sec or wormhole space. You must also state if the character is in space or in a station.

It says nothing about the character having to be in high sec.
