Direct subscription from Account Management is always cheaper than PLEX. PLEX is $20 / month, subscription is $15 / month or (if you get 6 - 12 months) $11 / month.

CCP may offer a price discount in Account Management, you should log in with your EVE account and check.

If you like a 1,4 bn ISK and 250,000 free skill points boost, you have to invest 14,95$ or € and chose a contact from the buddy list.
Your account will be omega for a month and if you don't pay further, will fall back to alpha.

If you want some ISK and several nice starter ships, complete the career agent tasks in game, they are free and you learn some basics.

Yep, to get extra 250 000 SP (about a week worth of training) you will have to create yourself new account, for example using link in my signature. The question is , do you really value your current one that much (if you got over 250 000 SP you probably better off keeping your current account.)

CCP has promotional offers going on all the time. Some are available through the account management website - like the current 15% discount for Omega game time. Others are available through authorized resellers like Amazon - the premium edition was recently offered at half price (promotion is over) https://www.amazon.com/s?field-keywords=EVE-Online-Premium-Game-Code

In general the starter packs are a waste of money - you get a few ships you can get free from the career agents and a few vanity items like clothing. The same $4.99 will get you 110 PLEX which you can sell in game for 350 million ISK.

Play as an Alpha until you are sure Eve is something you'll enjoy long term. In a sandbox game you should not expect the developers to entertain you - they provide an environment where the players entertain themselves.

You can buy skill points with skill injectors ( however I am not recommending that you do ). Anything that you can use or fly in game can be purchased assuming that you can find someone selling it ( most stuff is readily available ).

I am not sure what kind of boost you are looking for but in Eve game knowledge is far more important than character skills. So if anything I would recommend just buying a bunch of cheap ships and flying dangerously and learning from each loss.

If you are looking for OP end-game gear or the fastest way to get level-capped none of that stuff exists in this game. Most of what happens in this game happens with cheap and readily available ships and modules. Focus more on your personal growth not so much your characters.

Of course your personal goals will factor into this, so keep that in mind.
