Small stuff? Likes less than 10 or 20m3? Interceptor. You can't go wrong, you'll never be caught, and you can't use autopilot safely. (You should never really use autopilot anywhere in eve however unless you don't care about loosing your ship)

Not true.
Scan immunity is not based on having a cloak active it is a role bonus and they cannot be cargo scanned even if they are not cloaked. This may or may not be helpful depending on the circumstances but the momentary indecision it causes for some players has proven to be an advantage to me on more than one occasion.
