No its not.

Risk means risk of success or risk of losing your objective. Getting your ship killed by CONCORD is not risking at all. Its just part of the risk-averse process of killing enemy that cant defend and cant fight back and that will 100% die if you bring enough catalysts. Ganking is something like PVP-lite, giving you option to shoot at people, **** them off and loot their wrecks when you dont have skill or patience for normal PVP. It only requires you to count enough catalysts needed ... Do it if you like it, but you are carebears to me so your talk about carebear tears is kind of a hypocrisy.

Why do you think, Tora, that you felt forced into deccing Fly Fearless? I saw the weakness in you, and tested it. You failed.
