Well, presented that way, you are right.

Let me reformulate: They are the new Goonswarm, not the old, that can be slapped around by some bigger dogs (like MC or PL) if they'd get into the mind to do it. But yes, I had Hisec only in mind. Past events demonstrated that clearly. But then, they have no Sov to lose, so it wouldn't mean much if you were to bare fangs.

Generally speaking, beside perma camping home systems and depriving their usual content, there isn't much one can do to Hisec dwellers that refuse to fight.
