Not sure how to properly send it to the right people, I am missing a BPO, searched everything 3X's it is gone, no one else had access but me, and I've exhausted all other avenues.

Have you considered using the in-game support ticket function?

Or possibly googling exactly this question?

If not I recommend getting a large pile of physical PLEX codes, lighting them on fire, and using that to send smoke signals! Lol

Yeah, I'm getting use to the new layout, can't seem to locate the in-game support, help only offers bug reporting.

Had this happen to me once back in 2011. I lost a but load of ammo. Wrote a ticket and all

Turns out I had stashed it in the wrong can. I got a garbage can that I password lock. I keep things in it that I may want later
