They do.

Hybrid (Blaster and Railgun) and Laser (Pulse and Beam) weapons use capacitor.

Projectiles (Autocannons and Artillery) and Missiles (all of them) do not.

If you fire guns at anyone you aren't supposed to, it eats all your capacitor.

i'm pretty sure that laser guns don't use cap at all.
it's a graphic glitch well known: it was there with the first client and is still there.

ccp hasn't fixed it yet cuz devs love looking at players going crazy for the "cap stable" problem when there isn't a "cap stable" problem to start with.

this was a secret passed down from generation to generation until a dumb one releaved it to the public... oh wait... Shocked
