were these ever added to the loot tables?
as far as i can find, none have ever dropped anywhere

please add them to the loot tables, so we can see shinier nid mails

they don't drop. like all faction capital mods you get the BPC and build them. but i have no clue if they seeded the bpc or not

They drop from faction titans.
