Access list need update to adding faction. Because when FW corp/alli build citadel in FW system (e.g. amarr control) and want citadel access for public for neutral but can dock minmatars and gallente FW ppls. It break FW mechanic and add all corps from enemy militia is highly impractical.

so many things that should have been added w/o thinking weren't. most likely this means CCP didn't give them enough time to finish and rather than delaying they decided to push the release through
