Passive targetting array

So I know its got a very neiche role and is hardly used in polite company but I like messing around with different ideas which led me to a confusion on how this particular module works. I had been asuming that the passive targeting array module was a passive module that worked for all locks when fitted to a ship but this appears not to be the case and infact they are an active module which must be activated. This left me unsure of how they actually work. Is it just the initial lock that is masked or does it maintain a covert lock even after the module stops its cycle.
While thinking this over i thought it would be so much simpler if it was just a passive module that worked for all locks when fitted to a ship or at least a renaming to clear up confusion but i want to put it out there for the consideration of other players.

You are mixing up how the module works on your ship with how it works for the target locking process; the latter being the more important aspect as the module passively (not visible by the yellow flashing brackets) locks a target.

The active nature of this module (you need to activate it to lock something passively) introduces a risk element because you can mess up a lock and notify the other player of your activities, which should not be removed.

I'm not sure there is a feature or idea in this post. I think this goes in another forum. I'd recommend a move to C&P. A lot of the guys there use them extensively.
