Well the thing about reps is, they repair damage not mitigate it. If you turned remote or local reps into some kind of damage resist on top of repping, things would get out of hand. A module that allows you to transfer shield energy from your own ship to someone else effectively raising there buffer but not repairing it (while draining your sheilds) would be a pretry interesting thing to look into making though.

But damage has to be done before it can be repped, so the ehp cap makes sense.
