A long time ago, your Race and Bloodline affected your character. Nowadays the only things these influence are your paltry amount of starting skills and the NPC corp you are dumped into when your not in a corp. It's an entirely an aesthetic choice now, and those of us who created our characters when Race and Bloodline meant something might have picked a race that we found less aesthetically pleasing in favor of better attributes. Those who create their characters nowadays are not limited by this.
I would gladly pay to be able to change my race.

not the race, but the looks of your avatar...
changing race would cause issues with your standings bigtime :)

It would be entirely cosmetic. Your standings and such would be unaffected.
