POS anchoring

Very rarely when scouting a POS I will land on grid within 50km,sometimes I get decloaked.I understand that this is because the POS will snap to a spot away from the 0km warp in of the moon and it depends which angle you warp in from.Now my question is: Does the POS follow any rules when snapping to it's anchored position?Such as a minimum distance that would make warping to the moon at 0km safe every time or is it random?

Before the grid size changes I am fairly certain it anchored in the centre of the grid so that there is an equal amount of grid in all directions from the tower.

I'm not sure if that's still the case now, but I suspect it is.

Will see if I can find a reference to support my first sentence.

Eve-Uni wiki mentions centre of the grid, but I think I've seen it in a CCP reference too:
