Is there a way to "chain" clone solider 's other than going from belt to belt?

Nope, they spawn at random, and it's random. As far as i've seen.

I think they spawn more often in lower security systems. Or perhaps it is that the more difficult rats spawn more often in lower security systems. Either way, I think you are better off ratting in a 0.1 system vs a 0.4.

So you want to farm clone soldiers and then hope that your precious isk cow will keep giving huh?

None of the specialty spawns can be chained in any way and have been this since the beginning of the game. And for the sake of prices and markets I certainly hope CCP wont be stupid enough to ever do so. Getting rid of the downtime officer rush was a nice push in the right direction if youd ask me.
