Which whilst would be nice, balance compels me not to support it.

How about its basic function.....it has a HUGE downside in terms of game balance, especially a totally new metric im calling, 'effort vs reward'.

It does nothing to affect game "balance".

And yours is far too broad as to be useless.

Big changes are afoot. We are not even halfway through CCP Seagull's five-year plan and these structures are going to shake things up quite a bit.

You might be a nervous wreck by the time all these "balance" changes have been implemented.
