Jump Fatigue Reduction Module (No Really!)

I want to propose a module (or rig, if it's deemed appropriate) that, when fit to a jump-capable ship, reduces the rate at which a pilot using the ship's jump drive would accrue jump fatigue. Obviously, there needs to be some significant penalty attached to prevent abuse and reverting back to over-projection of capital power. This penalty has to be chosen carefully as the ship in question could simply refit upon landing, either at a mobile depot or a carrier. So, what possible penalty could offset a reduction in jump fatigue accrual?

Jump range.

Associating a penalty to jump range with a reduction to jump fatigue accrual has the unique benefits of applying before the ship jumps (i.e. if they refit on land, the lack of penalty no longer matters) and maintaining a limit the overall power projection ability of a ship fitting such a module (i.e. being able to jump 25% more often but only 75% as far means you have the same max "speed" in the long run).

I see two most likely users here:

1. Black Ops. They already have long range so the range penalty would be less of an issue. Ths would let BlOps pilots make multiple, short-range attacks in a short period of time, but still limit their ability to cover long distances.

2. Defending forces. If you're defending your home turf, you likely have less distance to travel and may need to jump more often, but if you're only defending a small space you don't have to go very far.

Conventional capital fleets on the offensive could use these as well, but they would be forced to either stage closer to their target or make additional jumps to reach their target, both of which come with non-trivial risks, and neither of which mean they'll be moving any faster than they were before. This module would only apply to local jump drives and would not be able to be fit on jump freighters (just give them some fitting requirements), so they'd be of no benefit to haulers, jump bridge users, or those riding a titan bridge.

As far as I understand, a single thread with as much feedback and thoughts on a topic is the best way to get it recognized by CCP. Developers can't spend their hours diving through multiple threads.

If as you say, you've put this in the official thread then I think you'll get your feedback across!
