Proposed Balance Changes to Bombs to Promote Gudfights

In the current Eve meta, if you want to kill a fleet of capital ships, you need your own fleet of capital ships. Heck, even if you want to kill a single ship out of a fleet of capitals, you need your own fleet of capitals because of logi. In my opinion, this dissuades many large battles since everything ultimately comes down to the n+1 argument and who has more capital ships. My suggestion is thus:

1. Increase bomb damage by 20x
2. Cut bomb hp in half
3. Keep bomb signature at 400m
4. Increase explosion radius to 15km

Overall Effect by Ship Class (compared to current bomb damage):
Titans: Take 20x damage from bombs
Supercarriers: Take about 15x damage from bombs
Dreads: Take about 5x damage from bombs
Carriers: Take about 4x damage from bombs
Battleships and down/Bombs: Take about half damage from bombs (for bombs, compensated by half health)

Cutting bomb HP in half means you halve the volleys, meaning divide all those numbers by 2 just as a note.

As I noted, bombs would take half as much damage with these rules, so the half health keeps the same volley.
