She is the Empress of the Amarr Empire and has full right to flag anyone suspect within her domain... i would asume that the Heirs and othrt high ranking officials within Empire have the same power. Same goes with the other empires...

A better revision to high-sec would be: the gates and stations deny entry to pilots with severely negative standings in a manner much the same as the free-fire rules.

Thus, -10 pilots could no longer dock or use gates above 0.4.
-9 pilots could no longer dock or use gates above 0.5, etc.

This would reduce the current practice of suicide-destruction of ships in high sec and then undocking in a rookie ship to pull Concord away from the site of infraction.

Self-styled pirates could still use wormholes, of course.

so you mean evryone with -8.0 and -10.0 security status are banned from empire space? no they are not banned they will just have tot ravel fast to avoid combat from police ships

if we make concord response timers shorter. suicide ganking will be less possible for solo or dtwo catalysts on barge (hullt ank retriever still can get 27k ehp and can standoff 1 catalyst)

The consequences on suicide ganking are just fine already.

The only issue is the lack of slots & fitting room on industrial ships meaning you basically get no real choice on how to fit them.
But changing that is more than a little change to balance and needs some big shifts like cargo hold expanders getting stacking penalties for a start.

As to ship scanning getting a suspect flag, that would be interesting.
However isn't what happened at the event. The Event had a senior official using their authority to set a ship suspect. This has been done before by the Black Eagles to an entire player fleet right before the black eagles engaged it with Faction Mega's. So this was a much nicer action overall.

Flags should work different then it is now.

If one pilot steal something, then the actual suspect flag is ok.
If the pilot kill someone, should be flagged for one hour.
If the pilot kill someone again after that time, he gets flagged for 6 hours.
And if the pilot after that time kill someone again, then he gets flag for 24 hours and cannot kill somebody else during 15 days, or he will get flagged for 3 months and shooted on sight for whoever wnats to shoot him.

That way, theres no more suicide gankers, if they want to shoot something, they will have to wardec them.

This is just one of the causes for eve loosing active players and news give up before 30 days.

Go back to wow or htfu if you war-dec people who don't want to fight they stay docked till you drop the dec and if you dec people who want to fight they only undock when they know they will take little to no losses, this is a sandbox, if you want scripted pvp go back to your 'fun' 100% scripted, no risk pvp mmo.
