Thread escalation? "locked and escalated"

Recently I noticed ISDs adding an "and escalated" after their "locked" statements. I didn't ever notice that before. Is this a note to us that the thread will get handled by devs, who then decide if the poster should get slapped with a ban?

I know I could as well petition this, but that doesn't help explaining it to everyone around here and just adds work for GMs, who suffer more workload than ISDs do (sorry, no offence, not trying to say you're lazy).

So, because it is written for everyone to see, but there's no information given as to what it means, I thought I'd ask here directly.

Is an "escalated" note a hint that the poster in question will be investigated, with possible consequences?
