Quick question about a neutral repper, how long am I able to engage them?

And how long do they have to wait before docking after repping in a fight?

You get a 15 minute timer to the neutral repper, they don't get any sort of docking or jump timer for repping your enemy, they can dock or jump gates at will if you attack them.

Forcing them to dock by attacking them can be one strategy, but if you attack them they get a 15 minute timer in which they can return fire, so they could dock their logi and undock their battleship and pwn you, be careful agressing neut rr on stations.

Seeing as your question is answered I'll add this.

You really shouldn't shoot their neutral repper especially if it's a logistics ship, the tactic here is that the logi can sit wayyyyyy out of your tackle range and the moment you shoot they just go dock up and grab a battleship to come kick your ass.

On the off chance they apply something to you (e.g. dps drones), they of course get the 1 minute aggression timer, but it owuld be a silly neutral RR trying to whore onto a km to do that!!!
