Change state of reimbursed implants

I accepted a contract with implants that have apparently been reimbursed by CCP and are in an unpackaged state so that I cannot sell them via market.

My question is: Why does GMs/CCP reimburse them in that state?

I believe that approach is pointless, because: For prohibiting resell of reimbursed implants they have to be implanted into the brain, otherwise the player who got them reimbursed can still sell them via contract.

I could sell them via contract, too, but I would feel like a scammer and selling them via market is more profitable (I already opened a ticket like this player did: https://forums.eveonline.com/default.aspx?g=posts&t=397904).


Ergo: It would be less labor-intensive for GMs if implants would be reimbured in packed state.

The intent is that you plug them back in, not sell them.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

they were plugged in when you lost them so why should they give you them back so you can sell them?

To make it more clear:

I did not got them reimbursed. I bought this implants via a contract from someone who got them reimbursed.

I once ended up with an unpackaged implant in my inventory, though I don't remember how or when it happened. I petitioned it and a GM repackaged the implant so I could sell it.

Workarounds are not bugfixes.
