If you are in high sec and searching for solo targets to hunt down (i.e. bounty hunting, to satisfy a grudge or just for fun) without concord-ganking them or declaring war, you currently have a pretty hard time. You can either hang around jumpgates for hours and wait for someone with a kill right to show up or you fly through thousands of systems and hope you happen to stumble upon one. To promote bounty hunting as a profession and to be more of a pain in the a** of your enemies, there should be a searchable board with all publicly available kill rights and their respective owners/prices. People can then use locator agents to find the guys and hunt them down effectively.
