Looking for booster toon able to do T2 shield and armor links in a command ship

i have a budget of 13bil, (that should be more then enough)

FYI i've been in trading char since 2011 so no overpriced toons to be linked

Char MUST have no killrights
Char MUST have +Sec and +Wallet
