This is true, there is always crime.

But the thing is, the people committing the crimes are punished way harsher than "We're going to take your car away."

Since we are taking the real life comparison to pointless ends, I'll pose a question.

What punishment would you dole out, that would be much of a deterrent for immortal beings, that can escape any prison you put them in, by simply killing themselves, and subsequently waking up at home?

Well, before this thread gets locked, just a few things....

The New Order does not extort money. It only requires you to purchase a permit ( it's a steal at a mere 10m per year) and follow The Code while operating in James315 space (some call this hi-sec.)

There is a saying....'When seconds count, the police are only minutes away'.....Eve police provide punishment, not protection.

Just because something is deemed 'illegal' doesn't mean everyone stops doing it.....Just sayin'

I like the part where the people who agree with the OP are trying to claim that he's a CODE alt. Because actually stating their beliefs out loud makes them look bad.
