Is there even one single situation in the entire game where this would not be absolutely useless?

Any "defensive" situation where new recons will be useful, I guess. Like:

You + 3 people in local, d-scan shows that there are 3 barges in some belt. You warp onto them and see that one of those is bait fit with tackle, 2 others are empty and there are 2 combat ships there onlining their stuff just as you're landing on grid.

That said, it won't make much sense that empty and offlined ships can be seen on scan while offlined ship with pilot will be hidden. And entire thing can be replaced with logoff trap...

CCP Rise has said in no uncertain terms that the Dscan immunity is staying. Adjust to the new reality already.

How is that useful? Those two combat ships can't fight with zero cap, and you can do that exact thing right now with cloaked ships anyway.

This would be more 'useful' for lack of a better term in w-space, but the fact is that any fleet worth anything will have a scout. Which completely negates this, and if they're not going to be on grid then why not just have them sit on the other side of a gate, bridge, or wormhole? Or better yet cloaked if they're cov ops capable. Also, mobile depots make this barely more palatable(before you bring them up). In the time it takes them to anchor the depot, online all their modules and warp from an off grid or on grid location, the benefits will be negated for the previously mentioned reasons.
So in essence, Danika is right. This is a useless idea/feature.

well then use your D-scan decloak as they are coming in by the time they are able to be locked your delay is gone
