transfer a character (or all) from a Steam accaunt to a regular one

it's possible to do this?
i ask mainly for problems with steam login (often does not work)

how can i do this?
i need to whait my accaunt expiration period and then pay for the new one?

my steam accaunt will continue to exist and i can simply not pay for it, continuing playng with my crachter nromally?

it's a pain, I think CCP has to do so manually, Open a petition under Character Transfers and see what the GM and possibly senior GM say!
