Leadership Tweek - Warp speed

Now that warp speed matters, please make Wing Command of Fleet command boost warp speed much the same way that Leadership boosts targeting speed.

How about we kill off-grid boosting instead...

Well, technically the Wing Commander boosts don't have to come from off-grid. By which I mean that I agree with Arthur that OGB needs to die a painful and horrible death. As for whether there should be additional benefits for leadership skills once we remove off-grid boosting, that is another matter. Personally, I don't think it is necessary or proper for the Wing Commander skills to boost warp speed.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

As long as there is no on grid booster ship that is at least as fast as the fastest ship in eve the OGB need to stay.

No real comment on the warp speed as a specific boost, but I've always thought that the Wing Command and Fleet Command Skills are very Lack luster for incentive to train the ability to have more people in fleet and no new boosts like the base leadership skill has.

I don't care if it was something with little impact like 2% cap reduction on Warp initiation, or heck for Fleet command 1% decrease in Jump Fatigue.
