Metagaming accounts sharing public aknowledgements?

Can CCP identifies shared accounts from all side and shut them down even before it escalates to public display like that?

It seems unfair to the player base especially when these accounts, like a titan pilot, seems to participate to maintain control on space...

It's more complex than that. Plenty of players log in from multiple computers, or from a variety of IP addresses. Being too aggressive results in too many false positives and unfair bans.
