One tactic you could consider in situations with insufficient cargo space is transferring the people from the deathcan to a new container.

Thank you Che. We appreciate the advice.

I saw something yesterday that really made me scratch my head. In the past, our ship losses have been due to split second choices and mistakes. The losses have all been very rapid. So when I saw a Fenrir yesterday being slowly bumped several hundred KM away from the Kaap gate then subsequently destroyed with a loss of all hands, I was quite troubled. By now, even the worst pilots among us know not to autopilot in these heavily trafficked trade lanes. Yet this pilot did so and could do nothing while she was inched away and then destroyed. Hopefully some crew made it out through life pods, but we detected no survivors. The pilot was podded. We only managed a small confiscation as we searched wreckage.

Let me join the chorus of voices: "Do not auto pilot in the Kaap corridor to Jita!"

A triple deathcan rescue was conducted without adverse incident today. All those rescued are in relative healthy condition, the 20 former Elite slaves excepted. This is do not to the trauma of the deathcan experience but from the life of physical brutality exacted upon them as Elite slaves. Our staff is seeing to the needs as I report this.

Most of the crew has transferred over from the DSS Beacon to the DSS Benefactor. They do not complain about the change in duty and most of them serve well in either vessel. Practically speaking, the difference is slight for me as well. All things considered, this is a better vessel for the job. Development says that the Beacon will be used for diplomatic journeys only from now on. OK?

A significant Concord presence suggests the usuall end/beginning of the week trade piracy at the crossings. Rescues are more risky at these times so caution is in order. These 93 were in a deathcan from a trade merchant, not anyone specifically involved in recent combat.

Rarely, we make a deathcan rescue and find other interesting items in the deathcan. This was the case today. The 20 peopke we rescued were accompanied by quafe, tobacco, and vitoc. The vitoc is greatest value to us if it is the current and proper formulation for any rescued former slaves that are dependent. Technicians are busy testing this particular lot now.

When I am caught up on other matters, I'll try to make an updated confiscation report. We have had a few small confiscations on recent patrols.

After a busy several days of planetside administration, the crew of the Pacifist came upon a deathcan while returning to our patrol HQ in Kaap. 99 people were rescued. We have much to do in our centers and I anticipate that patrolling will be light as a consequence.

We have seen a marked decrease in blue deathcan rescues in recent months. The reason eludes us. So I was somewhat surprised to perform such a rescue late today.

On another subject: We are hearing reports of major refugee problems in war zones. A recent contact and request for help indicates to us that what we can do is just the tip of the iceberg as far as the full stretch of needs out there right now. We will report what we can and if we see how other organizations might help.

Recently I have been in contact with a pilot involved in the ongoing armed conflict between factions here in our corner of the Galaxy. Our conversation has to do with the fact that war produces refugees from all side of the conflict and all sides of life. The Slave, the Soldier, the criminal, the war scientist, the chemist, etc; you get the picture. So often these refugees receive the sort of immediate reparations that come from the anger that rises from the inevitable injustices of war. This is not to say that there should not be a careful and slowly measure justice in the case of crime that is committed in times of war.

DSTON continues to receive refugees in every shade and color. Some of these refugees are bitter enemies and would not hesitate to kill each other without provocation. The memory of injustice and atrocity is its own provocation. Our solution is separation. This separation is for the safety of all involved. Because we are pacifists, capital punishment, torture, or any violence is off the table, but detention is not. Though very controversial, we detain slavers, criminals and those suspected of war crimes. We do so as humanely as possible. This rule and standard protects us from the "exceptions" that seem so logical and so right at the time, but can lead to an irony of even more injustices and atrocities.

We shifted our patrol time up a few hours on the hunch of an experienced crew member. He mentioned past experience with another company on this route and certain regular movements of slave traders on capsuleer vessels crossing borders. The result was the rescue of 50 slaves from a deathcan at an Empire/Federation crossing.

The crew of the DSS Pacifist and our reception staff, medical staff, nutritional staff, etc have been reasonably busy over the last two days. The numbers are not unusually large, but the needs are always urgent. There is no end to this work. As long as there is humanity, there will be human crisis and need to meet the needs of the vulnerable.

Yesterday, DSTON was given charge of 20 freed slaves. The situation is unusual in that the transaction was initiated by a known blood raider cult member and the freed slaves now reside deep in Delve. There was no communication prior to the arrangement and we are in the dark as to the motive and as to the condition of the freed slaves. Needless to say, we have apprehension regarding getting into Delve, into the station and out with the 20 freed slaves. It may be a trap; it might not be.

The Disciples of Ston have opened a new Matriculation Center. This new center has 20 new residents extracted from Blood Raider space in Delve today and transported to the Impetus station, Shenda-Tid-Aridia. We chose to act immediately rather than wait. Manwe Todako redeployed the DSS Freedom from Syndicate space to Delve. With a very small all-volunteer crew accompanied by an all-volunteer skeleton matriculation staff. Manwe proceeded to KFIE-Z where the 20 were secured from the blood raider station there. One Anyanka Funk had contracted the 20 freed slaves to myself and the contract was accepted via DSTON. I received the following details from Manwe not long ago:

116.09.01 16:25
Shenda-Tid-Aridia
20 Refugees extracted from Delve and safe aboard the Impetus station. A small initial Matriculation staff as well as a very small all volunteer crew accomplished the mission without incident. Two small gate camps were encountered and escaped and two warp interdictions were navigated. No damage was sustained and no injuries reported
.

DSTON Development has redeployed the DSS Freedom to Shenda on a permanent basis and we will keep a small M-Center established there close to Blood Raider Space. We are unable to determine the motivation/reasons for Ms. Funk's actions, but we are glad that the operation proceeded as it did. We will give the 20 liberation former slaves all consideration and care through the Matriculation process.

It probably is, but not in the way you expected - in space - probably afterwards.

Yes perhaps. This is one of the reasons for keeping them in Shenda at least for the time being. There they can begin the Matriculation process and we can walk through it all slowly and carefully. Perhaps Ms. Funk will let us know a bit of her heart in the matter. In the mean time, they are separate from the other matriculation communities and will remain so.

The second rescue took two separate trips to complete but was configured in such a way that there was no need to wait out the timer and a quick turn around was possible after the first disembarkation. All 1102 plus the 10 former Elite slaves were safely rescued. Why so many freed slaves were left in a deathcan still boggles my mind. SOme pilots aparrently believe that freed slaves are illegal cargo.

Reception Report:

From time to time, we have contact with pilots involved in continued armed conflict. Some of these pilots maintain a concern for the mounting number of refugees they see in their travels. Sometimes pilots take the time to rescue and care for refugees of all kinds. Occassionally, we called upon to assist these pilots through our Matriculation Centers. One such pilot is named Blackfeathers and we recently received into our care from this brave pilot the following refugees and material contained aboard a Minmatar industrial ship.

17 successful tortureTechniques (document)
Amarr Empire Starbase Charter
Amarr Marine Counter-Boarding Party Company
Angel Cartel Dust
Breeder Slave
Brutor Workers
Captives
Captured Civilians
Civilian Workers and Dependents
Data Sheets
10 Elite Slaves
25 Freed Slaves
Frozen food
Group of Angel Cartel VIPs
Group of Tourists
"Herd" of conditioned house slaves
hydrochloric acid
injured slaves 13
kidnapped citizen
Large group of refugees
Marines
Minmatar Emissary
11 copies of the Pax Amarria
Prisoners
Radioactive waste
Refugees
Reports
Science graduates
9 slavers
25 slaves
12 stranded pilots
5 test dummies
2 VIPs
Vitoc

Our medical, triage, and social work staff are currently at work sorting out the details of this diverse group. Some are badly injured and some may be guilty of war crimes and crimes against humanity such as torture. We will update the community as we gain information and insight. In the mean time, we wish to acknowledge the sacrifice of time and risk that Blackfeathers took to transport these to our center in Kaaputenan.

No lives are below the value of risk in their sight. Blood Cult space is not safe and yet they volunteered to go in and extract the freed slaves. Shenda will make a good home for them. The staff there will do well and more may be added in time.

Rescues continue. The DSS Safe Harbor is being prepped for a short journey to Yulai some of the refugees recently received from Blackfeathers. DSTON operates refugee centers there specifically tailored for those who were not slaves prior to their rescue. Our hope is that each will find their niche in a community most suited for him or her.

There is disturbing evidence that one of the refugees, a young graduate from a research institute, was involved in the use of torture techniques on prisoner when he was recently picked up with other refugees. Along with recent refugees that can into our care, documents were found outlining methods of torture. The young scientist was one of the injured parties in need of medical attention. During treatment, he divulged certain details and regret regarding the use of these techniques. Currently the scientist remains in medical isolation until his injuries are healed. After that time he will be kept in the DSTON Detention center apart from the general population until such a time as is appropriate.
