Teams and Assembly Arrays not applying ME bonus to some materials?

After trying to run some industry jobs based in a spreadsheet I noticed that I ran short of the same material in all jobs. I've been testing and it seems that M.E bonus provided by Assembly Arrays and Team are not applied to Ferrogel.

I will explain it with a picture, all of them running a 1000 Sustained Shield Emitter job.

Perfect ME means (per unit):

19.8 Titanium Carbide units
8.1 Sylramic Fibers
1 Ferrogel

PICTURE

As you can see M.E bonus is not been applied to ferrogel either by A.A, Team or A.A+Teams

Is this working as intended?

The simple reason for that is the math behind it. If a single run requires 1 unit of a specific material, then 1000 runs require 1000 units. There is no rounding down for 1 unit, only for more. The exact formula is:

max(runs, ceil(round(runs * baseQuantity * materialModifier * otherModifiers)),

where ceil rounds up to the next integer. As you can see, for Ferrogel in your case, the second argument of the max method would return a value smaller than 1, therefor it returns the number of runs, which boils down to what I stated before: 1 is not rounded down, and due to the formula used, never will, no matter what facility or teams you use. This was intentionally done do prevent such odd behavior, esp. with T2 production, so that e.g. 10 runs of a Hobgoblin II BPC would not require 9 Hobgoblin Is.

I hope this clarifies the matter.

It is also the mechanic that prevents people from building 10 Paladins while only using 9 Apocs, which would be rather stupid :)
