Pilgrim can do it. Swap hardeners or omni tank it. Swap the NOS for an agro gun if so inclined:

Edit: EFT reads that at 178mil. But naturally it requires Recon 5. You can do more or less the same thing with an Arbitrator if you don't mind a step down in efficiency.

If isk is an issue, best to use two ships. A covert ops to nail the sites, and a Cane or Drake to run them...

In the end though T3 is the way to go.
