I look for a PVE/PVP Character. I have a Budget from 20b

Caldari or Gallente

Must have Marauders 4 or 5
Very good Missiles Skills and Shield/Armor Skills (Cruise Missiles 5)
Maxed Energy Skills like Energy Management and the other 3
Good Drone Skills
Can Fly Carrier/Dread
Can use Fighters
Good Jump Skills

I Think 70M Skillpoints and more i can become for this budget.
