I recently acquired research papers related to the Arek'Jaalan Project, and it looks really interesting. Unfortunately, there doesn't appear to be a lot of activity at the moment. Is this still ongoing?

Not really. The Dev who was running that left and apparently didn't leave his notes on it all behind.
