Bumping for the sake of bumping is harassment. Bumping to make the kill is not.

Now, if I were to hunt down and chase an industrial pilot or a miner, stalking them from region to region via locator agents, specifically targeting them after they've made a reasonable attempt to avoid me, that's harassment.

Bumping can be a form of extortion and piracy and that is well within the game rules. It doesn't have to involve setting up a kill.


You have to "gain" from the activity in some way. Bumping for the purpose of upsetting other players is not allowed. Bumping for the purpose of in game profit, kills, or other tangible in game assets is fine.

Well said. Yes, anti-ganking can be tedious at times, especially if you're patroling belts trying to stop ganks. But you can also just hang out and try to shoot ganker ships on sight. Most have sec status -5 or below, so they're targets that can be legally engaged in high sec. It's an opportunity for some casual solo pvp. And the ganker vs. anti-ganker smack talk/head games in local can be pretty entertaining too.

This is correct.

If I wish to 'upset' and 'scare' other players out of a system while pushing an agenda, I can. If I choose to continually follow them from system to system doing this in an apparent effort to target them then yes that would be harassment.

System control is a tangible asset. "This system is MINE. Anyone who comes through gets bumped back out of it." Avoiding me is as simple as altering your trade route.

Regardless, every case is judged on a case-by-case basis.
