Go to the market, search for hulk or mackinaw , look at the required skills. train those. Do the same for all the parts needed to fit one for the area of space you want to be in.

Here is what I would ask myself if I were buying one,

Can it fly a hulk with max bonuses, tank rats, kill the rats, and fit crystals for all the ore in the game (or at least high sec)

In order of importance in training I would say
1. Fly the hullk & fit it with tech 2 strips
2. Fit tech 2 mining laser upgrades
3. Fit a tank (shields, resists, engineering related to cpu and cap)
4. use combat drones
5. use mining drones
6. max bonuses & leadership (mining director etc)

in short, look up what it takes to properly fit a Hulk then make sure you have those skills trained.
