Ability to view fleet MOTD without joining fleet

If you have the ability/permission to join a fleet it would be nice to be able to read the MOTD from the Fleet Finder window without having to join the fleet. Mostly just to check fleet fits the FC puts in MOTD etc.

Make it the same permission as being able to join the fleet at all and I'm not sure how it is really anything but a convenience.
