Ballance of Weapon Upgrade Modules, Specifically lift penalty for BCU

I have raised this here as it is not an issue so to speak more a suggestion for change as there is a disparity in the fitting requirements when one uses a Missile ship.

Gyrostabilizer II - CPU - 30

Magnetic Field Stabilizer II - CPU - 30

Heat Sink II - CPU - 30

Ballistic Control System II - CPU - 40

All weapon upgrade modules for Guns have a CPU need of 30 but for missiles it is 40, given that "most" missile based ships fall under Caldari and are therefore logically shield based ships and therefore reliant on shield modules which are intrinsically higher in their CPU need this has the scope to be doubly limiting...especially on frigates!

This is a systematic imbalance, I'm not suggesting deliberate, but systematic none the less.
